voice recognition and access port won't work small prob help please ;(

i have used this before on a diffrent computer but  im trying to use access port to code the voice reg module on a old windows computer not to oldlike 2005ish ;(  when i hit start monitor it says error pecifify file or port make sure your an addminastrator, and access ports not already running in the backround. and when i hit settings and ok it said error port not on or never been used before and send to pecific port
