Is the POP-BOT arduino microchip compatible with the BOE-BOT developer board?

I have an Inex POP-BOT which came with an arduino-like microchip, and was thinking of getting a BOE-BOT, which uses a Board of Education with a BASIC stamp microchip attached to it. Now my question is, there two chips seem to look identical in size, and can both be detached from their respective developer boards, so what I'm wondering is, would they be interchangeable?

Parallax Board of Education board + extras

This is a collection of items to make up a complete Parallax Board of Education training kit. The Basic stamp is a new BS2P processor which is faster, more memory and comands then the original Basic Stamp2. It retails for $79.99. The board is in mint condition (only used a few times) and tested before listing. Everything else is new except the USB cable I used with my camera a few times. Parallax retail value of over $190, not counting the cable and un-opened bag of electronic parts that go with the book.

OK, plain and simple...

I need a 100% complete tutorial on how to set up a basic stamp 1 (I know the BS-I is horrible).

 

Literally everything.  All I can find are BS2 tutorials.
